In order to mitigate global warming and climate change,Environmental Protection Administration, Executive Yuan, implemented the “Low Carbon Sustainable Society Plan” since 2010. The objective include “4 low carbon living circles” by 2020. To achieve the objective and promote effectiveness plans of each bureau of Changhua County, so planning the the goal of obtaining bronze certification in the end of 2015 for the county. Results of the work plan this year for completed the county’s bronze certification promotion plan, the technology and information advisory Group staff work, guided certification of low carbon communities and towns, checked plans of each bureau of Changhua County and carbon reduction. Tasks that have been completed and described are as follows: 1. Compiling national low carbon plans on concrete low carbon measure and innovative practice, analyzing effectiveness of carbon reduction,and completing drawing up the county’s bronze certification promotion plan. 2. We also held 3 quarterly meetings for on renewable energy and resource recycling under the charge of this bureau and rolling review and revision was carried out through advisory group members’ suggestion and opinions. 3. In the promotion of low carbon Society certification tasks and effectiveness, there are a total of 12 information sessions convened to complete guiding 32 communities and 8 towns. 4. We held inter-agency schedule coordination meeting and discussion meeting on performance indicators that information of each agency on achievements of building low carbon Society was compiled to enact norms in the implementation of this county’s low carbon operation mechanism and performance indicators, and advisory Group members were invited to give guidance for the county’s 3 agencies. Though the objective of domestic development is to build a low carbon society, village communities showed low intention for development in terms of the current year’s implementation and universally lacked sufficient cognition of low carbon society in addition to considering development expenditure. This research suggests to push the county by the county government lead, related Policy propaganda, and to establish low carbon demonstration communities in addition to, as appropriate, offering subsidies for future promotion. It must be expanded step by step, and forward the objective of bronze certification for this county.
